The error happens when the first time running a custom report registered to a custom application.
Reason: The custom application has not been assigned to any data group (usually Standard data group)
Fix: Add the custom application (which short name usually XX) to a data group.
How to add:
Responsibility: System Administrator
Navigate: Security -> Oracle -> DataGroup
Search for a data group (Standard)
Add the custom application in the list and add ‘APPS’ to ORACLE ID column.
Save and done.
