法律中译如下：
第十五条。自本法通过之日起，（任何人，译注）不得以任何形式动用美国陆军的任何部分，行“军队兼警”之职（posse comitatus---其发音是这样的：趴see.卡密她提思），或以其他方式，为执行法律的目的而动用该等部队，除非在宪法或国会法案明确授权使用上述部队的情况下；本法禁止将（国会预算的拨款，译注）拨款用于支付违反本条规定而动用任何部队所产生的费用，任何故意违反本条规定的人均被视为犯有轻罪，一经定罪，可处以不超过一万美元的罚款或不超过两年的监禁，或并处罚款和监禁。
法律原文如下：
Sec. 15. From and after the passage of this act it shall not be lawful to employ any part of the Army of the United States, as a posse comitatus, or otherwise, for the purpose of executing the laws, except in such cases and under such circumstances as such employment of said force may be expressly authorized by the Constitution or by act of Congress; and no money appropriated by this act shall be used to pay any of the expenses incurred in the employment of any troops in violation of this section and any person willfully violating the provisions of this section shall be deemed guilty of a misdemeanor and on conviction thereof shall be punished by fine not exceeding ten thousand dollars or imprisonment not exceeding two years or by both such fine and imprisonment.
该法是1878年6月18日生效的美国立法。此法的目的，是终止“美国内战”结束后（1865年）实施的动用军队对原“南方各州”进行改造的过程。“改造”可行或不可行，但是，与“军队”无关了。
这之后，此法有些修正，包括加入其它军种。另有其它立法，给“军队兼警”开了些小门缝，但那些小缝都是有极严格定义和极细致限制的。
换句话说，“Posse Comitatus Act”，是从根本上防止美国出现“六四事件”可能的一个大号“金钟罩”，有147年历史的“老文明”（Conservatism，hello）。
后注：当年的罚款一万美金，是笔大钱，但那是147年前的大钱。国会如果有“豆汁部”要求的效率的话，早该立法修正，把一万美金最少提高至一百万美金。当你需要马斯克的时候，他不再是“First Buddy”了，^_^。
