I've heard this speech a dozen times, and I'm not even an Indian. Field Marshal Manekshaw was an ideal man and a brilliant leader.
Only when you are moving in the right direction does speed matter. There's an ideal time to make a decision. Narasimha Rao said, Not taking a decision is also a decision. We call this masterful inactivity.

Quite an irony because he was the one who stopped Indira Gandhi from taking the quick decision of going to war with Pakistan in 1971; he explained to her with logical reasons why waiting for a few more months would be more beneficial. I think decision promptness depends on the situation...
