I took the bus for a year when I first moved to America. It is as you said but most times there is no need to do so. The bus I took usually had 2-5 people and most of the time I was the only passenger. Also Americans do not want to be considered old or weak. It may be an insult to give your seat to someone who is not that old...
However, this is a true story - one day the bus was packed and there was an old lady left without a seat. I gave mine to her and she took it. I forgot about it afterwards. I was in a shopping center and she followed me. She took me for a coffee- she bought me a nice Starbucks latte and some cookies. She said she wanted to do something nice to someone who was nice to her.
There are a lot of nice things about China and America. There is no need to compare which one is better. To promote the good behavior and prevent the bad ones - that's what matters.
