俄罗斯总统普京近日在视察俄罗斯联合部队集群某指挥所时说，“海燕”核动力巡航导弹已完成“决定性试验”。
美国《纽约时报》10月26日报道，这是俄方在美俄元首峰会计划破裂后，向西方发出的一个明确信号。
报道称，由于该武器采用核动力，其飞行时间可以比其他导弹长得多，并且俄方称，它能够规避导弹防御系统。
美国詹姆斯·马丁防扩散研究中心东亚防扩散项目主任杰弗里·刘易斯表示，“海燕”核动力巡航导弹的研发已进行多年，其成功试射并不令人意外。它像“一个微型的飞行切尔诺贝利”，又像一种科幻武器。这对全球安全来说是一个令人不安的事态发展，这就是军备竞赛的样子。
杰弗里·刘易斯指出，特朗普总统曾多次谈到要发展他称之为“金穹”的防御系统，声称该系统将使美国免受导弹攻击，而“海燕”导弹的设计目标就是能够突破类似“金穹”的系统。
