北京奥运会圣火昨日在日本完成传递活动，今日凌晨将抵达韩国。由于部分团体预告说将使圣火熄灭，韩国警方和首尔市对圣火传递路线极力保密，决定利用“人海战术”守卫圣火。
据报道，由60多个所谓朝鲜人权相关团体成立的“阻止北京奥运圣火传递的市民行动”今天将在圣火传递活动的出发地点——首尔奥林匹克公园前集会，反对圣火传递活动。他们表示，将由100多人组成“特殊机动队”以阻止圣火越过汉江。该团体一位人士表示：“我们认为此次圣火传递活动是向全世界宣传逃北者现状的千载难逢的机会。”

为此，韩国警方、首尔市和大韩体育会都进入了高度紧张状态，共投入8287名警力守护圣火。在圣火传递现场，由20多人组成的自行车巡逻队和 120多名警官将一起跟着火炬跑，火炬手的前后左右将被挎斗摩托车、巡逻车、机动预备队层层包围。警方还将出动直升机，展开地空立体作战。警方表示：“将严厉对待妨碍圣火传递的行为，包括适用妨碍公务等罪名将其逮捕。”
韩方没有公开传递圣火的火炬手和传递路线。首尔市等方面将于今天上午向火炬手通报传递路线。圣火抵达仁川机场后，直到开始传递的13个小时里保管圣火的地方也只有北京奥组委相关负责人知道，绝对保密。
