根据征收方案，车辆每日只需在进入拥堵减缓区时缴纳一次拥堵费，即可多次出入该区域。支付金额取决于车辆进入减缓区时是否处于交通高峰时段、车辆种类和拥堵费支付方式等。对于进入、驶离、穿过拥堵减缓区或在其内行驶的纽约市出租车和网约车，则由乘客支付金额较低的拥堵费。
此外，低收入群体的车辆可以享受折扣，残疾人或运送残疾人的车辆、应急车辆、公共汽车和特种政府车辆则免征拥堵费。
纽约官方此前进行的测算显示，加征拥堵费后，进入中央商务区的车辆数预计会减少10%，区域内车辆行驶总里程数预计减少5%。

征收拥堵费预计每年可以为大都会运输署带来10亿美元收入，从而为其高达150亿美元的支出计划提供资金，其中包括老旧地铁和市郊铁路改造等。
为减少推行阻力，纽约市拥堵费征收分三个阶段实施。目前拥堵费金额为应征收金额的60%，在2028年初和2031年初将分别升至80%和100%。
纽约州立法机构2017年就拥堵费方案提出动议，2019年批准实施。该方案在2023年7月得到联邦政府批准，原计划于2024年6月底实施。纽约州州长凯茜·霍楚尔在叫停该计划后，于2024年11月推出调整后的拥堵费实施方案。
