李旭明（Xuming Li，音译）是前南佛罗里达大学（University of South Florida）的化学博士研究生，他被摄像头拍到蹲在邻居家门前，用注射器装满液体，并将其注入邻居家的门缝中。
根据第十三巡回司法法院的说法，李被美国移民及海关执法局（ICE）扣留，未能在12月5日出庭并出席听证会。法官也发布了逮捕李的逮捕令。在给WFLA的一份声明中，法院的一位发言人表示，他“被告知（李旭明）将被驱逐出境，所以他们认为李不会回到法院了。”
法庭记录显示，李于6月29日被起诉，罪名包括严重跟踪行为、持有管制药物和入室盗窃。
根据坦帕市警察局的一份宣誓书，一项危险品测试发现，李注射器中的“液体化学制剂”含有美沙酮和氢可酮，都属于阿片类镇痛药物。
第一次闻到这种化学物质的人是受害房主的朋友，当时房主一家外出度假，那位朋友帮忙取包裹送到房主家。但让房主认为他楼下的邻居（李）和这种气味有关的线索是家门角落的一条缝，那里正好可以插入注射器，并且此前由于房主家婴儿的噪音，两家人曾产生过矛盾。
