    　　我们兄妹均是在校大学生，来自贫困的河南农村，为筹集我们兄妹上学的学费，我父亲王粪堆和母亲田玉平一起来到北京打工，靠捡破烂和打短工供我们读书。一直以来以在北京这个法治、民主的城市读书为荣。但是2007年8月6日我父亲被发现惨死在北京的护城河，让我们两个文弱的学生悲痛欲绝，我们有理由怀疑父亲是被人打伤致死，抛尸护城河中，而至今该辖区公安机关——丰台区分局不把我父亲的命案作为刑事立案，仅作为治安案件处理，我们告状无门、举目无亲、不知所措，因此特向上级领导和社会各界请求援助。
    　　
    　　事情的经过是这样的：我出生在一个农民家庭，父母是朴朴实实的农民，为了供我上学，父亲王粪堆和其他村民一起来北京打工，靠捡破烂和收废品为生。2007年8月4日早晨5：20左右，父亲和其他三名同伴路过左安门桥西，看见路边有废钢筋头，欲捡之际，突然冒出一群拿着橡胶棍、木棒的人冲了过来，事后确认是丰台区方庄芳城园派出所联防队员。四人惊慌不知所措，其中两名同伴刘红旗、刘连合当场被抓，刘创业跳水逃脱，父亲一直往前跑，几名联防队员随后追赶，半个小时后追赶我父亲的几名队员回来和剩下的几名队员一起将刘红旗、刘连合二人押往联防队，在联防队遭到毒打，随后被送到丰台区方庄芳城园派出所。
    　　
    　　我母亲得知这事后立即跟父亲的手机打电话询问这事，没想到电话一直无人接听，心急如火燎，母亲就急着寻找父亲的下落。我跟母亲找到了被释放的刘红旗和刘连合，他们二人都说当时只见到五六个联防人员去追赶我父亲，但事后并没有见到父亲的身影。我跟母亲知道事情不妙，于是便向事发现场附近的龙潭湖派出所、天坛派出所、体育馆派出所等诸多派出所寻求帮助，结果一无所获。后来到了方庄派出所，派出所民警说出事地不归他们管，让我们去芳城园派出所打听。
    　　
    　　到了芳城园派出所，由于当天是星期天，一直等到将近九点才有警察陆续上班，上前询问，得到的答复都是“我不知道，别问我”，“你等会”之类的话。后来终于值班室来了人，上去询问，那人回答道：“人找不到就是投河了呗，投河不就淹死了呗，淹死过两天就会漂出来了呗！”随后过了一人，竟然恶狠狠地对我们说“这事别找我们，该找谁找谁！”。我们都哭了，发生这样的事情我们不找警察找谁？警察难道不是为人民服务的吗？
    　　
    　　6日，母亲到大兴、崇文拘留所询问，仍然一无所获，无奈，只好到芳城园派出所报案。派出所一名民警告诉我们说丰台区分局打捞了一具尸体，让我们去辨认一下。到了停尸间，发现死者是我的父亲，母亲顿时感到天昏地暗、瘫倒在地。随后打了110，希望能让警察来调查死因，但是一开始的接警员让我们等会，随后又打了几次却被挂断。我们盼望的人民警察始终没有出现。
    　　
    　　7日，我和母亲以及其他几名老乡到出事点考察，找到一片血迹，随后给110打电话报警，但110却始终没有出警。下午，我们全家人去看尸，发现父亲满身都是青紫淤血，脖子、眉心、头顶、后脑勺都有明显伤痕，据看尸老人说，据他多年经验，父亲明显是被凶杀。我父亲很有可能是被联防队员打死后，扔到护城河里的。我们当天申请丰台区分局对父亲的尸体进行鉴定，8号丰台区分局出具的尸表鉴定的结果竟然是“不排除溺水死亡”，鉴定书中竟然没有提及父亲尸体上的淤血和创伤，也没有对这些明显的伤痕给出任何解释，更没有对尸体进行解剖查明死因。短短几行字便得出了溺水死亡的结论，人命关天，就这样草草了之。
    　　
    　　丰台公安分局刑侦支队打捞尸体时，仅对高度腐烂的尸表面单看了一下就以不构成凶案而草率转为治安支队，作为治安案件处理，极不负责任。因为父亲水性极好，绝不会在正常情况下溺水死亡，根据当时情况，父亲极有可能是被打伤后扔进护城河淹死或是被打死后抛尸护城河，而当时追赶我父亲的联防队员有明显嫌疑。案发已经多日，我们兄妹多次要求立案侦查，丰台分局不予理睬，至今既没有对参与联防队员采取侦察手段，又未走访案发地点的群众，不对幸存的另外三个人调查取证，不及时对尸体进行彻底解剖查明死因。本应有公安机关进行尸体解剖查明死因的刑事侦查程序却要我们找社会机构去鉴定，使一起人命关天的命案至今未做任何侦察调查工作，把农民工的性命视为儿戏，在全国公安机关立警为公、执法为民的大好形势下，丰台分局如此草菅人命，把凶杀命案作为治安案件处理，是对人民群众的生命财产极度不负责任。北京作为我们的政治中心，也是法治社会建设的桥头堡，在首善之区发生这样的事情实在令人悲愤、寒心！我们强烈要求把我父亲的命案进行刑事立案侦察，查明真相，抓获凶手，请求领导和社会各界给予帮助。
    　　
    　　《刑事诉讼法》第八十七条：“人民检察院认为公安机关对应当立案侦查的案件而不立案侦查的，或者被害人认为公安机关对应当立案侦查的案件而不立案侦查，向人民检察院提出的，人民检察院应当要求公安机关说明不立案的理由。人民检察院认为公安机关不立案理由不能成立的，应当通知公安机关立案，公安机关接到通知后应当立案。”
    　　
    　　父亲惨死之后，我母亲悲伤劳累过度，现已病倒，我们一家已经家破人亡。我们兄妹二人欲哭无泪、孤苦无依、求告无门。绝望中我们想到媒体，让有正义感的好心人们能为我们主持公道，伸出援助之手，能查明真相，给我们这些善良守法的公民一个合理的交待，以慰藉我们未亡人的苦痛。
