I agree with flam. Same thing happened to me, too...although I didn't do small talk but I did apologized for violating traffic rules...I got two oral warning and one written warning on three separate occasions.

I was once caught making an illegal U-turn and my driver's license was expired for more than one year. I had a good conversation with the policeman and he told he only issued a ticket for the illegal U-turn. As you may know, driving with an expired license may lead to jail time and more than $1000 fine.
What I am trying to say is that policemen are humans. On one hand, if you show your respect to them, they may let you get out of a traffic ticket. On the other hand, if you disrespect them, they may punish you with the fullness of the law and go beyond the law if they lost control.
When you get a ticket you don't need to sing and return it until the due date.
If some state law requires singing right away the girl has trouble. Otherwise the police's behavior is against law.
I guess there are something untold in this story. The logic is unsound.

After that she still has an option. Refusing to sign belongs to in-cooperation to police enforcement. It could lead to arrest when the police was insane.

By signing the citation, you are not admitting guilt. By signing, you are saying you will appear in court on the date indicated on the citation to defend yourself against the charge. In a sense, the signature works as an O.R. (Own Recognescence) bond, if you refuse to sign, you will go immediately to jail. You are then presenting yourself in leiu of presenting a signature. I have been a police officer for ten years, 3 in Oklahoma and 7 in Washington. I'm not sure what state you are writing in from, but I can tell you, I've brought more than one person in each state to jail for refusing to sign.

Indeed this is the case. But if you are brought in your Miranda rights kick in. You have the right to remain silent and a court appointed attorney at the time of questioning (this includes intake and arraignment). Its behoovant to you to sign though unless there is some greivous mistake on the document in which case you can call up the court that retains jurisdiction of the case and request review. Also, you can contact your local DMV HQ and address any grievances with the ticket.

It is almost always in your best interest to sign. If you don't sign, you will usually wind up in custody. And if your luck continues to run bad, you could wind up there overnight, or for a whole weekend, depending on the state/county/city ordinances or judges. To top it off, you are still on the hook for the violation. Most people just sign the ticket and pay it by mail - or fight it in court. Not signing doesn't really help you in any way.

A few years ago I was pulled over by two patrolmen in Dallas, TX. I was informed that I was being detained because I was "speeding". The accusation caught me totally off-guard, and I denied it without thinking about the consequences because I was not speeding. I was actually carefully following behind the police car about 3 miles below the speed limit. He slammed on his brakes, maneuvered behind me and flipped on his lights. Really, who is stupid enough to speed past a police car? As a result, after much harassment the policemen gave me and my passenger a citation for not wearing our seatbelts, and then had the gall to say they "were doing [us] a favor." We had our seatbelts fastened the entire time, so I refused to sign this bogus citation. He simply marked "RTS" on the signature line and let me go. Lesson learned. And cops wonder why people don't like them.

Be aware of your state statutes. In Florida according to the statute 318.14 (1)Any person cited for a violation of chapter 316 (STATE UNIFORM TRAFFIC CONTROL) is charged with a noncriminal infraction and must be cited. (2) Except as provided in 316.1001 (toll booth violation) any person cited for an infraction under this section must sign and accept a citation indicating a promise to appear. (3) Any person who willfuly refuses to accept and sign a summons (traffic citation) is guilty of a misdermeanor of the second degree.
That means if you dont sign the citation you most likely will be taken in and formally charged with a misdemeanor and have to post a bond. Normally if one were to sign the citation you will be "ROR" in leiu of a court appearence. An officer CAN NOT SIGN for you. If an officer writes "refused to sign" and does not arrest you for failure to sign and have you post a bond, you just got a get out of citation free card and will most likely beat the ticket if it goes to court.
