中国谈判团队没有要求加入 Force Majeure条款，不知是谈判团队不知道可以这样做，还是忽视了。如果有的话，中国可以据此条款免除落实协议的责任。目前中国面临的巨大疫情完全符合通常force majeure范围。

在协议里Article 7.6: Miscellaneous有简单的一句话 In the event that a natural disaster or other unforeseeable event outside the control of the Parties delays a Party from timely complying with its obligations under this Agreement, the Parties shall consult with each other.
协议责任并没有免除，但是执行时间可以双方商榷。
