Chinese students have to speak mandarin, surf Chinese website.... they cannot survive without that...and that is a very important reason why they cannot speak English well, regardless of their scores in exams...
BTW this is precisely how democracy works: school has its rights to make rules while the students have their rights to against the rules. And they need to work together to resolve their difference.
Maybe the school intention is to get 中国留学生 spending more time learning and using English, so they could have a better chance finding jobs after graduation.
