新闻写得好像都在甩锅，谢谢楼下贴出原文，如果这是原文，那么根本不存在白宫和五角大楼互相甩锅的事。
分析一下这个话，"at the end of day", "directing these strikes",是说所有的打击行动本身是总统和部长批准的，这个毫无疑问。 后续打击，是Bradley批准的，当然部长也完全赞同（事后或者原则上赞同）。
