China didn't raise the issue, partly because the Chinese chip manufacturing is in a critical stage, and the return of NVidia can destroy the growing sector. If the government forbids imports by itself, then the Chinese tech companies will complain.
The risk will be that probably China will consider not selling any rare-earth minerals that are needed in manufacturing Blackwell chips as the counter-measure.
