里根任命的职位是助理法官（Associate Judge），克林顿任命的是高级法官（Senior Judge）。前者根本就不算正式法官，只相当于法官的秘书。所以U.S. District Court for the District of Columbia的官方网站上介绍她的网页上第一句话就说她是1997年成为地区法院法官的：
Judge Kollar-Kotelly was appointed to the United States District Court in May 1997.

This is a showcase. It will be turned over by the higher court. These federal judges are appointed to positions, no pressure of elections, so dare to say whatever they want. The only way to remove them is through congressional impeachment, and there are proposals in the House now.
