The parking lot's design has no problem. There are concrete stops at each parking position. There is also a curb with elevated sidewalk built in so the actual parking spots are not exactly next to the cliff. The upper level lot looks like 8-12 feet above lower level road so it's not excessively high. Just a tragic accident by the inexperienced 15 year old learner driver ending in the father's death.
