AP is not the same as elementary or middle school programs, it's for high school students to get college credits. And it's for everyone that qualifies.
You can take AP courses voluntarily if you have a good above average GPA.

In Canada, it is called AP (advanced placement),the Advanced Learning program consists of the Honours and Advanced Placement courses offered to students in grades 8 through 12. Advanced Placement (AP) is a program of university/college level courses and exams for high school students

It's just fiction. There's no such thing as X project. Think about it:
who's gonna be the sponsor for this project? What's the benefit?
It doesn't make sense any private entity would invest so much on public
education, haha.
