The same situations are in China, Russian and N Korean since No any country wants to store huge 弹药 during peaceful time. Most countries need to convert civilian manufactures to weapon-making factories during War State - the same thing happened during WWII and Korean War in Euro and American, etc. But now, frankly speaking, China has more military factories making airplane, war ships, missiles and other weapons than American and Euro countries since China is planning to start a large scale war soon.
